¨ Irrigation: 80 percent of planted trees will be irrigated.
¨ Transport: 100 percent of provincial highways will be bituminized or concretized and all the main inter-commune routes and and automobile highways to the centre of all communes will be rendered hard.
¨ Electricity: All communes will have access the national power grid and 90 percent of households will have electricity.
¨ Information: All communes will be connected to the telecommunication network and there will be ten telephones for every 100 persons.
4. The annual growth rate of budget revenues is between 10 and 12 percent.
5. The average growth rate of total export turnover is 12 percent per year. Between 2006 and 2010, export turnover will reach USD 2,100 million and import turnover USD 315 million.
6. The population in 2010: Approximately 1,941,000 people. The average rate of population growth between 2006 and 2010 will be about 2.21 percent. The birth rate is estimated to fall by about one percent a year;
7. 16,000 persons are employed annually. Seven percent of households are poor and hungry (according to norms of the period between 2001 and 2005) .
8. Education: Classes with three intervals and temporary classrooms will be scrapped. Teams of teachers will be standardized and secondary education generalized in cities, towns and 100 percent of communes. All districts will have a vocational training school.
9. Health: All commune medical stations will have a doctor working in satisfactory conditions. There will be medical stations in villages.
10. Television and radio coverage for the whole province.
11. Posture of national defense by all citizens and people’ security is reinforced, order and social security are ensured and socialism legal system is given prominence.
The orientation for the development of agriculture and the rural economy
¨ Agriculture and the rural economy will be become more efficient and an emphasis will be given to the application of science and technology in production, conservation and processing. Industry and agriculture shall be closer allied in order to raise the value of agricultural products. There will be further construction of large specialty production areas and diversification of planted trees and animals.
¨ Non-agricultural branches and professions will be developed and the rural economy will be transformed so as to continue overall development. Investments in economic infrastructure will be continued. There will be further investments to eliminate hunger and reduce poverty focusing on remote areas and ethnic minorities.
Development of industrial production
Dak Lak’s competitive advantage of raw materials shall be exploited to develop industries. The construction of hydraulic power plants, processing agricultural products such as coffee, rubber, cotton, cashew, processing foods and foodstuff, animal foods, biological fertilizers and NPK fertilizer will have investment priority. Rural industries will be developed accompanied by arrangement of the population.
Special importance shall be attached to investments in the renovation of equipment and advanced technologies. The modernization of production shall be implemented step by step in order that products are competitive and meet the demands of the market. All economic sectors are encouraged to invest in production and special importance is attached to SMEs in accordance with the general orientation and advantages of each region.
Labor force training will be reinforced and appropriate policies will be stipulated to attract qualified managers and skilled workers.
Development of services:
Trade services will be developed. Tourism will become a key sector on the basis of efficient exploitation of natural, ecological, cultural and historical advantages.
Traffic, transport, post and telecommunication services will be developed in order to support socio-economic development and improve living conditions.
